< p>Commissioner for Human Rights in Russia Tatyana Moskalkova proposed to simplify the procedure for obtaining civil passports for Russians who left the country for a long time by organizing the work of the MFC abroad. Earlier, Tatiana Moskalkova also suggested issuing these documents at consular offices.
According to experts, in order to organize the work of the MFC abroad, it will be necessary to amend at least two Federal Laws, and, in addition, adopt several government decrees.
